Spetsnaz GRU Division "P" is a Soviet unit initially formed for field intelligence in World War II. It was reformed to pursue Soviet interests in the anomalous and potentially research and utilize anomalous warfare.

The Foundation's close relationship with the US Government has put it at odds with the Soviet Union, and GRU-P consistently attempts to infiltrate the Foundation and subvert its operations, especially within the United States.

The Chaos Insurgency is a splinter group formed by defected Foundation Personnel. It is known that the Insurgency operates strictly top-down, authoritatively administrated by "Delta Command." The Insurgency operates in two known divisions, military and R&D, with division operations believed to be divided between cells who know little about the actions and goals of other cells. 

The Chaos Insurgency continuously antagonizes and attempts to subvert and sabotage the efforts of the Foundation. Today, the internal narrative describes the use of the anomalous to build "a utopian future." The true intent of the Insurgency's Delta Command has never been clear to the Foundation, since the initial defection of personnel, but it is clear that the Insurgency openly intends to break the veil the Foundation.

Formed after World War II under the United Nations with the influence of the Allied Powers, composed of occultists, psychics, priests, and scientists from the Nazi, Soviet, and Allied powers, the Global Occult Coalition operates as a self-proclaimed "police of the anomalous world."

The Global Occult Coalition aims to destroy all supernatural entities using the most high-tech experimental technology possible. Many anomalies have been destroyed by the Coalition before the Foundation could obtain them.

Despite this, the Coalition and Foundation agree to maintain a working relationship, with both respecting each other's independent operations in a first-come-first-serve ordeal, in most cases, but recent diplomacy has led to increased joint operations in US facilities and global military actions involving terminations approved by the Foundation.

The UIU currently is a distinct agency serving under the US Government. Formed during the directorship of J. Edgar H. it was an agency made to combat the Soviet Union's GRU-P. Now with the fall of the USSR, the UIU has inadequate funding, only being fueled by the maintenance of the T-Portlands dimension and through some help of the SCP Foundation. 

The British Occult Service (BOS), also known as MI666, is the United Kingdom's primary paranormal agency, originally founded as a subdivision of the Secret Intelligence Service (MI6) in 1907 by King Edward VII. It is a voting member of the Council of 108. MI666 presumably became a member of the Council of 108 after the Seventh Occult War, contributing resources to the newly formed United Nations Global Occult Coalition. In 1939, MI666 formed the Allied Occult Initiative alongside the Holy Order of the Knights Templar, fighting in the Seventh Occult War, an anomalous shadow war taking place during World War II between the OSK and the Allied Occult Initiative.  

We at The Serpent's Hand are a movement, unified by a common belief: that humanity and all the other peoples of the known worlds do not deserve to be kept in darkness and ignorance. We venture into Foundation held sites to free our fellow anomalous comrades from their prisons to be brought with us back to our sanctuary in The Wanderer's Library where they belong.

"Based on modern times, ARC-478 is a facility notorious for operating with minimal supervision under the O5 council. Located in a valley somewhere in the northern hemisphere, the exact location is unknown. Grueling and extensive "ethical" testing occurs on-site on the many anomalous subjects inside. 

ARC-478 takes place in SCP Universe 39C, with many notable differences from the source content. The individual holding the title "The Administrator" does not exist, and the O5 council only exists as 9 regional overseers, and there is no O5 head."
